Be careful, as the mixture will bubble up. Reduce the heat to low and cook the semolina mixture for 8-10 minutes or until the water has been absorbed and the semolina is cooked. Add the sugar and milk to the pan and stir well. Cook the mixture for 5-6 minutes or until the sugar has dissolved and the halwa has thickened. Add the cardamom powder and stir well.
